Question about packing

When you pack your own boxes of stuff, are you meant to "fill" any empty space with paper/padding even if the stuff packed isn't breakable? E.g. If I pack a box with a drill (already in own box), some board games and a box of DIY stuff, does it matter that there is some movement of this stuff when the box is moved?

Or is it only breakable stuff that has to be well padded?

I think you are meant to fill it because if there's a space on top, when another box is stacked on top, the box underneath may cave in, and if boxes are tipped at all your stuff moves around and can get damaged. I use spaces like that for lightweight stuff like cushions and bedding.

Thanks. It is filled to the top,but there are small spaces within that where the items inside can slide around a little (not much). Just wondering if that matters.

I have moved 9 times and have never had anything broken. I always fill boxes to make sure stuff can't move around. I use scrunched up newspaper and magazines which i will have saved for months to fill any gaps.
