Splitting bedroom to install bathroom -advice

Not creating an en-suite. Need more space and larger double bedroom (in tiny house!) seems the most easiest and cheapest way to create a much needed extra bedroom. (By installing bathroom in large bedroom and sectioning off. Current large bathroom to then be made into the required additional bedroom).
Can anyone advise on ball-park cost?
Simply looking to install basic 3 piece, tiled floor and of course partition walls and door. There would be no window in the bathroom (realise would be more ideal to have window but not possible) hoping an extractor fan feasible in a terrace with no outside wall? (bathroom would need to be installed not against an outside wall as current (large bathroom) next door room,so plan for all pipework to simply be extended and current bathroom to become bedroom. Building regulations believe would need to approve?
Are there minimum requirements for size of a bathroom? Obviously wanting to make as small as possible.

You could install a cloakroom suite which would save alot of space. However, if you want a shower in the ensuite it can become very tricky when installing new pipework in a small space, but it can be done. www.4bathrooms.co.uk/index.php/bathroom-suites/cloakroom-suites.html
