Structural Survey says no asbestos are seen but ...

We had a structural survey done three years ago for £800. The report says no asbestos are found in all common places. But after a burst pipe, when carpet was lift up, we were told the tiles underneath may contain asbestos! I double checked the report and under the internal flooring section, it says that flooring is restricted by carpet and furniture and that the ground floor is solid concrete. No mention of asbestos at all!

I'm not an expert, but we recently moved and had a similar survey done and there were caveats that flooring was not lifted up because of carpets/heavy furniture etc, also roof was not inspected in detail (apart from with binoculars) and various other bits and pieces were not looked at (the loft, for example). It was a bit disappointing because we thought for the money we'd be getting the most detailed inspection so that there would be no surprises further down the line.

If it were me I would first check the term and conditions upon which the surveyor was employed to see if the exclusions were stated. If so then tough luck I'm afraid but if not, was the survey done by a qualified surveyor - letters MRICS or FRICS after their name? If so the firm will have a complaints procedure.
