Do key worker mortgages still exist?

Sorry if the question sounds dim, I've been living abroad for 17 years and not really up to date with UK property issues. My brother's a social worker in the South-East and would like to buy. I said why doesn't he look into key worker mortgages, but I'm seeing conflicting information about it on the internet. Has 'Homebuy' replaced it because it doesn't seem to be the same thing, and doesn't look as advantageous.

FWIW, he earns 29k and has no savings. What are his options if not a key worker mortgage.

I think it depends on whether the allocated pot of money has run out or not.
