Changing a 3 bed to a 4 without planning....

we live in a 3 bed house and are about to submit planning for a 2 storey extension to give us 3 beds and 3 baths. We can't apply for 4 because we dont meet the parking thresholds. What are the pitfalls of later changing the layout to accommodate 4 beds and 2 baths - all building regs would be complied with eg windows, head etc.

Unless its had permitted development rights removed or is listed, you wouldn't normally need consent for internal works including subdivision of rooms, moving rooms around or creation of extra accommodation.
