Planning permission is going to be refused :( Any planning experts around?

I'm so so pissed off. Just had a call from our surveyor who has been talking to planning. They have told him this morning that planning permission for our extension is going to be refused on the basis that the house has already been extended and a further extension will over develop the house.

It is a 4 bed house which has already had a double storey extension on the back of the house. We were asking permission for a single storey extension to run across the back of the house, going out 4 metres. The garden will still be 70+ feet long. There are no objections from the neighbours and in any event the new extension will not overlook them.

What can we do? I know we can appeal but I don't know the process or how long it will take. And would we have a reasonable case? Surveyor thinks its a ridiculous decision - none of the people we had round to quote had thought that planning would be an issue so this has come out of the blue.
