We need to extend our parking space but there is an old tree stump in the way. That in itself is not the problem but the stump sits over the water,gas and electricity to the house and adjacent to the inspection chamber.
Where to start? At the moment seem to be going in circles :( really want to get it sorted.

I assume that you have spoken to someone who does stump grinding and they have said they are not comfortable about the proximity of the services? How far below the ground/stump are the pipes and wires?
Could you raise the level of the soil/ground and just superficially reduce the top of the stump to avoid having to dig/grind it out?

The arborists seem to take one look and cringe. The driveway and paving people won't tackle the stump. I don't blame either of them.
I suspect that the services are only 3' ish down,the house is 1920s.
The main problem is that the roots of the tree would encase the pipes.
