We want to have our porch rebuilt, same size, same place, but changing the roof from flat to pitched...do I need to get it approved?

I would make a quick call to the local authority planning dept just to be on the safe side. They won't mind (honest I've done it a few time myself) and rather you did that than breech planning law.
