How much to paint exterior windows??

I have just had a quote to repaint my window frames which are peeling and the wood needs repairing in a few places. There are 2 big ones and 2 small upstairs and 4 big ones downstairs, plus a porch.

I've been quoted 3 grand. To be fair, he's also included the soffits and guttering which I didn't ask him to paint but he's not broken the cost down.

Is that astronomical or am I hopelessly out of touch?

Does that includes scaffolding?

A scaffolding tower (but he said he owns one)

We paid £5k in London for repainting windows on a 4 storey building which needed scaffolding round three sides of the building so that's why I'm surprised this is so expensive - it's a 2 story house built in 1910 with really low eaves front and back and the apex sides of the house don't have soffits have any soffits
