I would agree start at 155 and work up, reaction of agent to that offer will give you an indication of how high to go.

My first thought was £160k less if you're a cash buyer.

It has bags of potential but needs a lot spending on it. All you can do is get in there and start the ball rolling. Be ultra cool and professional with the agent.
