How do you do it without getting paint on the carpet? What do you do if you get paint on the carpet?

piece of stiff cardboard tilted between carpet and board....or you can buy a plastic edging tool which does same job

cant you pull up carpets?

In theory you shove a piece of card in under the skirting board and move it along as you paint.

In practice this leaves its own little paint trail, if you're me. So these days I'd shove masking tape or newspaper under the skirting with a palette knife and not be in too much hurry to remove it (there's always one blooming blob that hasn't dried).

Getting paint off carpet varies but the golden rule is Soon. So make sure you have to hand whatever brush cleaner the paint requires, before you start. And also work out how you'll get the cleaner out of the carpet (eg washing up liquid for white spirit), and blot, don't rub in.

if you do it at an angle...and dont overload the brush, then the trail is minimal

There was an advert on tv for 'frog tape' but not sure whether that's just for walls near skirting

frog tape is deisgned for use with emulsion paint, so not sure its the best tape to use for skirtings
