How to Clean Crud & Cement Off an Old Cast Iron Drain Cover?????

Wondering if anyone has any tips & tricks for how to do the above,

Currently doing up our yard, ready for tiling the floor & we have an old Cast Iron Victorian Drain Cover in the middle of it, its quite ornate & I think it could scrub up quite well with a bit of Hammerite, but currently half the detail is filled in with old cement & gawd knows what else - years of grime & building works Confused

I'm hoping theres something bar hammer & small chisel & lots of elbow grease Shock that will bring it back to its former glory, even better if its pet paw friendly, though we can work around that if we have to, though obviously because of pets needs to be something that can be easily hosed away thoroughly
