Converting a garage into a room

Does anyone know what's needed to convert a garage into a room (a playroom if that even matters!!). The garage was added in an extension 3 years ago so we know it's structurally sound. It does house the boiler and there's no where else for that to go which would have to be factored in. We know we'd need to check with the council that it can be done as there's a stipulation in the extension plans it remain as a garage, however there have been a couple of recent precedences set along the road since. Any one know exactly what's required and what the approx costs would be (as we'd be doing it on a shoestring!).

We had a quote to convert our integral garage into a room a few years ago. It involved taking out door and bricking up, putting in a window. Raising the floor, plasterboarding and plastering.
We would only have needed building regs.
Roughly 6 thousand pounds.
We did not have it done though.
Had a conservatory instead.
