damaged steps in front of building

we live in a rented flat.

the communal steps in front of the building have collapsed probably due to frost damage. a few slabs are completely loose and others are wobbly making the steps quite dangerous.
the leaseholder says it can't be repaired because it's too cold and the concrete wouldn't set.
problem is, there are 8 flats with a total of 5 small children (pushchairs and all) and negotiating the steps is tricky...
anything we can do in the meanwhile?

Can you just get some wood and make a temporary ramp up them?

I think that would be too wobbly if it's not a proper ramp.

It's a safety issue, your landlord is obligated to sort this out for you.

Have they found the builder who will be doing the repair? They should be able to put up a good temporary ramp.

To walk on perhaps but at least you could easily push the pushchairs up and down it and then lift the smaller children. Idon't know if that is any better than what you have now, I'm assuming it is just a few steps to the street and not a big flight of stairs.

it's six steps of which 2 are broken (next to each other iyswim).
will suggest a ramp. thank you.
