Handle works but no water flows through to flush it. Any ideas please ?

Might be the wire bit has broken - sorry not very technical. DH has been know to mend by twisting a bit of wire from a coathanger!

Has the water frozen?

Do you mean the hook from the handle to the "box" - that seems to be working ok but the water isn't releasing or at least a dribble at best.

If you take the cistern lid of what happens as you push the handle down?

Only time this has happened to me it was frozen.

Don't think it has frozen , it refills that tiny amount and there is plenty of water in the cistern.

oh dear posts crossing !!! When you push the handle the hook bit moves up but the water isn't flowing through to the toilet bowl to flush it, or maybe a trickle at most. It is in our ensuite(but against an outside wall) so don't think it can have frozen but maybe a valve is stuck closed ?

Some plastics become hard/ change properties above freezing so it could be a stuck/ sticking valve. The easiest way to test would be to scoop out a measuring jug or two of water and replace with hot water. Leave for a few minutes then try the flush again.
