Bumpy wallpaper

Can you wallpaper over slightly bumpy wallpaper? It's that charming 1960s style of slightly bumpy pattern. Even if it involves lining it twice, would this work?

I can't imagine it working out very well - is there any reason why you're averse to stripping it off, then putting lining paper up? I would have thought you'd get a much more rewarding result for similar effort.

The reason is that I have the entire of the upstairs to do, and with other things going on, was hoping to maybe cut out the messy stage of having to steam it off. Sanding it may work, will certainly try!!!
