what if there's no party wall agreement?

How mad would it be do get damp proofing work done without party wall agreement with neighbours?

The work involves drilling a bit of plaster off some of the party walls - nothing very dramatic as far as I can see.

On one side it's easy to get the party wall agreement because the owners live there, but on the other side there are a couple of flats owned by a housing association. It will take a while to get hold of them and get a response I imagine and the contractor can start work soon. Would it be crazy just to go ahead?
