for example the self employment helpline number is 084591 54655, but the alternative is 0191 225 4655, the later was also answered after a couple of rings, whereas the first one told me all the lines were currently busy blah blah maybe coincidence but I think not companies generate income from those numbers.

Well that is good, thanks for sharing that nicolamumof3. It's still useful for me to know the alternatives for when I need to call from my mobile and the local number would be included in my talk plan but not the other numbers.
