ah I've worked it out - I wanted to buy sale items! If I "buy" the same items at full price it's OK and gives full discount - but so sale or "happy price" stuff is allowed.

OK, finally placed an order! Yay! Got the Girl's Kitchen Set for my daughter's birthday in November - I think she'll love it since it's soooo like mummy's pots & pans!
