Does anyone have any information about applying for a child to be deferred (put into a different year)? Are there specific processes that have to be followed, or is it just up to the LEA? Is it true that there is no right of appeal, if the application is denied?

We are hoping to do this for one of my pupils, so that she could be in the younger year.
All the professionals involved with the child think this would be a good idea, as do the parents, and the child herself. But the LEA refused the application, and says there is no right of appeal.
