Rigby star stage 4 to OTR stage 3...don't get it!

My dd has just got to the end of righby star set 3 and should have gone on to set 4. However today she has come home with 2 ORT books, level 3. They are loads easier than where she had got to with RS....I don't understand.
Why do teachers do things without a word of explanation?
My dd was sailing through so it isn't because she was struggling.
She is in reception btw

When DD was on Rigby Red stars they had pink stickers on some of them .So I think they are slightly easier.

Sometimes we move children to a paralel level if we feel that they can read the words but can not fully understand the story, could this be happening here?

No I don't think so Salimali1. DD has a really good understanding of the stories she has been reading. Rigby Star books are so much more intresting and I really like doing the sounds at the front of the books. The ORT books she has are from 1986! They are easy and dull.
Looks like another uncomfortable discussion in school!
