Wraparound care from 2010

Am I imagining that primary school shave to provide access to (not necessarily provide) wraparound care from this September?
Can't find anything authoritative about it on the web, the primary schools we've visited have looked a bit blank when we've asked about it, MIL who is a very recently retired primary teacher knows nothing about it...have I made it up?
Is it a legal requirement? Can anyone show me something authoritative about it?
