Level 2 of 360 books equates to the beginning of yellow book band books which is roughly Stages 2/3 of the "old" ORT book and roughly Level 1C! ( Why everytone can't use the same system I do not know!)

and although they are called new ginn 360 they are a really old scheme and of course are Look & Say I can't say I like Liz and Digger any better than Biff and Chip

Hopefully someone will come along soon and post a link to the list of commonly-used reading books graded 1 to 20. This allows you to compare a bit better across schemes. I think the Ginn website has an indication of what year each level is vaguely aimed at (I say that as obviously there's huge variation).

Sorry, my chart only goes up to level 7 which is lime in the bookbanding colours. I would hazard a guess it's about ruby level ( ie 3b/a)
