Will be papier-mache probably but what can I use as a frame?

Cheap plastic bowl's the cheat's quick way. Get to a pound shop, buy bowl, drill a hole in top and cover with paper.

We make one out of plastacine and a small drinks bottle and a cake board.

My Y6s made 3D mountain environments last year and used papier mache but did it in stages so they could build the structure up. In the past, for a project invoving visiting artists I've used chicken wire and mod rock. The mod rock is fantastic but chicken wire is lethal!
