You'd have to speak to the Hants LEA - they may need more than an address to accept your application ie residency such as you using it as a postal address, local doctor, be named on utility/council tax bill, tenancy/mortgage. Surrey applications won't have to be in until October anyway so you have time to check and decide. I suspect you'd be treated as a late applicant by Hants as and when you actually moved.

When we moved we were only allowed to apply in the new area once we had exchanged contracts
