Open door policy?

Can someone tell me what this actually means when schools say they operate one?

i think this means where parents can get more involved with their child's education and can make an appointment, speak to the teacher at anytime during the year rather than only on parents evenings, my d's school operates an open door policy and i think that's the just of it.
