Just saw that Arnold House has been added. Am I correct in thinking that based on classroom behaviour, CAT4 test and an interview, children in Years 3-5 will get un-conditional offers to join in year 9?

No. In short term they still need to go through 13+ to get into SPS. However things can change, maybe next few years the rule will change.

Don't think that's correct, the website says they will have offers and no need to do 13+.

Yes there seems to be a trend of senior schools forming groups with nearby preps (though AH isn't really nearby to StP) and most of them have no-exam early entry pathways before Yr6 - eg see also Bancrofts and Hampton.

Arnold House will now be inundated….great and easier chance to send your son to St Paul’s
