Headteacher - how important are they for primary school?

DC has a new head who's in role for 2 years, the old staff are slowing leaving and they are replacing expereinced teachers with ECT, and not allowed to replace support staff due to finance deficit. DC is happy but I am not a fan of the head, nor I am aligned with the head's new policy/value change etc. School is also a bit run down due to old builidng require maintance without money etc.

Is it mad to think about moving so we can change to another school?

There is another school near me which we could go, it is outsanding but we don't particular like the culture. It could be a fallback but I am concerned I am just moving one problem to another if we go to that school.

Moving is very bigh but the school we want to aim for this time is very popular and parents have great reviews and I like the value they are encouraging their students.
