Assuming that you know he is not having any problems with doing/understanding the homework, I would give him a time limit. The school should have given you a rough indication of how long per night is expected at his age.
So, say it is half an hour, set a timer for 1/2 an hour, see what he gets done in that time and then stop there (sign and explain for teacher so he/she knows what you are doing).
You should hopefully find that once he realises a.he doesn't have an infinite amount of time to do it in, and b.the teacher is seeing what he is up to! he should speed up.
But I would be careful to check that it is just laziness/avoidance in case he is actually struggling with it. Good luck!
