Hello Rachel I wouldn't pay for a private tutor but I would try using Toe by Toe (not yet but if she is struggling for longer - it's good for struggling readers) about £20 on amazon.
Also use the free programme Teach Your Monster to Read- use free on laptop or PC. It teaches phonics sounds etc.
