Catchment school place - Scotland

Can anyone tell me if a child is guaranteed a place in P1 at their catchment school in Scotland?
We are in Edinburgh if that makes any difference.

We applied for an out-of-catchment placement which was turned down in March. Based on that information we attended the transition events and arranged after-school childcare for our catchment school.

The Council, last week, allocated a place at the out-of-catchment school. When we turned it down we were told we are on the waiting list for the catchment school and can only attend if there is space.

Am I wrong in thinking children are guaranteed a place at their catchment school?

As I understand it yes - so long as you apply before a cut off.

I'm sure it used to be like this, but now you're just given priority over non-catchment - you're not guaranteed a space.

Update - just for anyone with this issue in future.
It seems, in Edinburgh, by applying for an out of catchment placing request you are forfeiting your child's place at their catchment school.
