Which handwriting style is this? (small f)

Does anyone know the name or logic behind the handwriting style here www.bbc.co.uk/bbcthree/article/a9b573e6-b604-425b-8a60-4c799cac6bfc ? The author in year 6 has impeccable handwriting but her fs have no ascenders so are the same height as an s. Until my nippers were taught this way I'd never seen a font like it. It seems perversely chosen to make writing harder to read so I'd like to know the logic behind it.
