Medical appointments & attendance percentage

Could someone let me know if authorised medical appointment absences count towards against attendance? My dd has had no days off sick or any other reason, but has had various half days off for medical appointments (all NHS assessments due to SEN, so not appointments that I could have changed, and all authorised in writing by the school in advance). The appointments have brought her attendance down to 94.9% which I have been warned about, but doesn't seem fair.

My dd2's secondary doesn't count them (or a host of other things like performing)ds' primary does.
Which means her attendance is about 98%, his is 80% despite having similar rates of absence for similar things. (his would be slightly worse anyway)

My ds's school does too. And we do get warning letter if goes under certain threshold %, but nothing actually happens. It's authorised in the first place, and school knows the reason.
I know it's annoying, but best thing is to learn to ignore.
