Year 1 school report

I received my son's school report today all it was all good - achieving on everything and full marks on phonics test. The report says he reads with fluency and a very good understanding and I've always been led to believe that he was towards the end of achieving on all 3 areas.

However, he is book band ORT grey 13. From that I wonder how he can be achieving in reading and not more. It's not something I feel the need to ask a teacher as it would seem as if it matters, when it doesn't as is very happy in school and keen to learn, but I am a little curious if any teachers (or anyone else) has any opinions because if he isn't exceeding in reading that what would it take?

Not a teacher and different year group(yr4), but my ds's was exceeding in reading and report stated:

Maintains positive attitude to reading. Reads fluently and with appropriate expression. Reads across wide range of genres and makes comparisons. Identifies and discusses words and phrases that capture the reader's interest and imagination. Prepares poems and plays to read aloud and perform, showing understanding through increasing use of appropriate intonation, tone, volume and action. Makes reasoned predictions of what might happen, clearly derived from details both stated and implied. Uses inference and deduction skills to answer questions, justifying answers with reference to the text. Reads with clear voice and discusses contents with confidence.
Capable of identifying many language features and sharing ideas.

Every year the comment(check list?) was pretty much the same.
