Brighton and hove- are the schools still bad?

We are planning to move to Hove Park within 1-2 years and I gather that the primary schools in the area are horribly oversubscribed. To make things tricky, my 2 children have very differing needs:
Dd1 currently in reception, is bright with a wide range of interests;
Ds1, currently at nursery, has complex needs (speech delay, mild hearing loss, physically small, global development delay). We are aiming to have an EHCP in place by the time we move.
I was hoping for some current advice from local mumsnetters, hopefully this is the right forum. I guess what I'm wondering is:
Can I get them both into the same school? Which schools have good SEN provision in the area? Will it also suit my eldest?
I'd be happy to consider private for both but I'm pretty sure the complex needs are better served in state schools, though happy to be corrected.
