No punctuation - what year group expectations

If a child fails to use punctuation - speech marks, commas etc, and runs all the words into one long sentence by copious use of 'and', what is the highest year group 'within expectations' that they could meet (even if use of vocab etc was OK)?

year 1 is capitals, full stops, question and exclamation marks
Year 2 is commas in lists, apostrophes for omission/possession
Year 3 is inverted commas for speech
year 4 is inverted commas and commas for speech, commas after fronted adverbials, apostrophes for plural possession
year 5 is commas for ambiguity, brackets, dashes and commas for parenthesis
Year 6 is colons, semi colons, hyphens and dashes

Are these 'can use these when encouraged' or 'regularly uses in entirely independent work, unprompted'?

Shame how the lovely old levels whereby you could see how behind a child is, now just gets lumped in to 'below expectations'... [depressed]

Basically "regularly use independently but with a bit of prompting" !!!!
