Can someone please explain these levels?

I am sitting here with my sons report which is being submitted for extra funding and I don't understand.
It states that current level of attainment is "1 emerging +" for both reading and writing. Maths "1 secure". Also it says phonics intervention - "to become secure in phase 5" Confused

It was much easier to understand when they ticked age even when it was depressing to see how back he was ...

It means he is still working towards Year 1 "expectations" in reading and writing but has achieved them in maths. His phonics must be weak and he's receiving support.

Thank you mrsz. At least he is in year one! Phonics he managed to pass the year one test but it is harder for him due to hearing loss which affects how he hears sounds. He is getting support which is good.
