What does working towards age related YR2 levels actually mean?

as I understand it it means they are where they should be for this time of year in Yr2.

So if they were doing worse than expected to be on track they would be something like "working below age related expected levels" (ish - can't think of the wording), if they are on track (bearing in mind we are only halfway through the year) they would be "working towards", if they have met the levels already or come the summer when hopefully they will have done they will be "working at" and if they are doing especially well then they could be "working ahead of"

It means there are expectations for achievement at the end of Y2 and the child is working towards them.
