Reception teachers. Your wisdom is required

I'm after some words of wisdom from experienced reception teachers on letters and sounds
What do you expect nurseries/ preschools do be doing with letters and sounds?
Phase 1 with emphasis on rhyme and alliteration
Or do you expect your children to be near the end of phase 2 on entry to reception?
I manage a preschool. I do phase one. I've been told I need to teach phase 2
Our nearest school have said phase 1
Another school close to another of our preschools have said they expect children to be nearing the end of phase 2 on leaving nursery
Could do with some more opinions

My ds attends an academic school and none of the kids (including the oldest) knew phase two. Some of these kids went to pushy London nurseries. My son's teacher started all kids from the beginning and assumed no prior phonics knowledge. It seems to be working well.

Phase 2,3 & 4 Letters & Sounds are meant to be taught in reception. Obviously some children may be ready in nursery. You don't have to follow Letters & Sounds at all its not statutory just provide language rich activities for your children.
