How do the national curriculum levels work?

Could someone point me in the direction of somewhere that explains the national curriculum levels please. Ds is year 1 and brought his report home today, it's the first time I've come across this system and had a Google round but can't seem to find something I understand. I think he's on track or ahead of where he should be but I'd like to understand what the the grading actually means! Thanks very much in advance.

His school may still be using levels but they don't exist on a national level. Does it say eg 2a as his level? If not what exactly does it say and we may be able to help

Ah okay, that might explain why I can't really find anything. He's got 2b for both reading and writing, and 3c in numeracy.
