Y2 Reading SATs level & report

DS just brought home his end of Y2 report. For reading, he got a 2c in the SATs tests. I thought 2b was the expected level at the end of Y2 but his report states that he is "working within national expectations". Surely that can't be right? I would have thought he should be marked as working below?
He does struggle with reading (has very recently been diagnosed as dyslexic) and is on green level books which I know is a way behind where he should be. Do you think this is a mistake? Is it worth questioning or should I just leave it and start afresh with his new teacher and SENCo in September? Does it matter?

The expected level is level 2 (no sub levels)
