hi. please what bike woyld you recommebd? with peddals or without for rhis age?

Start with a balance bike (no pedals) so he can build up balance confidence. Then go straight to a normal two wheeler. You'll know when he ready for the transition.
Or buys normal bike and remove pedals so it can be used as a balance bike.

Cheap lightweight metal balance bike for 6 months then straight to proper bike - no stabilisers ever needed
