Umm at a guess fish is using own muscles to move I suppose the bike had to have another force applied to it from the rider to make it move, the fish also has forces involved such as water the bike also deals with gravity, air pressure and the like.

Forces are pushes or pulls.

How old is your son and how compicated does it need to be?

Fish move forward mostly by moving their tales in a sideways motion, which forces water backwards, thereby propelling them forward.

The bicycle is about the leg up/down movements being converted into the rotational forces applied to the wheels.
