Wales Foundation Phase Outcomes - can anyone (teachers?) explain the equivalent KS1 levels?

Hope the title makes sense. We've recently had ds's parents evening.

As we're in Wales, the levels given were the 'outcomes' as part of the Foundation Phase, but i'm finding it really difficult to find more information.

Both ds's have been highlighted as high-achieving in maths. Ds1 (Year 1)is currently working at a 6b outcome in maths and 5b in literacy, and ds2 (AM Nursery) at a 4b outcome in maths and 3b in literacy.

Can anyone explain what these levels actually 'mean'? What the expected outcome for each age is and it's equivalent in the Key Stage System? (I understand the Key Stage scores!). I have been on the Welsh Education website, but there's no real information there.

new.wales.gov.uk/dcells/publications/policy_strategy_and_planning/early-wales/whatisfoundation/foundationphase/2274085/frameworkforchildrene.pdf?lang=en

There are six outcomes per Area of Learning and for information purposes the following outcomes broadly cross-reference to the current national curriculum level descriptions:
•
Foundation Phase Outcome 4 links with National Curriculum Level 1
•
Foundation Phase Outcome 5 links with National Curriculum Level 2
•
Foundation Phase Outcome 6 links with National Curriculum Level 3.

Children are expected to get outcome 5 at the end of year 2 (NC level 2). Technically to get an outcome 5 a child should have achieved outcome 5 (ie be a 5a), but I'm not sure if other LAs are working to that.
If a child made linear progress they should move an outcome a year, so be outcome 4 (4a) at the end of year 1, and outcome 3 (3a) at the end of reception, and outcome 2 at the end of nursery.
