Double bulge class?

DS's school have offered 100 places on a PAN of 60. Are they assuming at least 10 will decline the place? If they don't would they have to have 4 classes or would they be able to use some kind of exceptional circumstances to squeeze it into 3?

It may well be that there are four classes of 25. Our local infants agreed to have a bulge class a couple of years ago but the agreement was that the classes would be a max of 25 pupils.

Hadn't thought of that tiggytape, that could be it. There are some spaces in the current Yr R.
