Late applications & managing the waiting list process

Hi
We made a late application for reception due to moving house.
I understand that in Surrey we won't be offered a place until June but that waiting lists are available from next week.
My first question is, can we go on waiting lists before a place is offered in June.
Secondly, can you 'actively' manage the waiting list process.

For example, should I be regularly/frequently be calling/emailing/writing to the council admissions team and/or my preferred schools? Does this make a difference or is it all managed by a computer so makes no difference?

Thanks Tiggytape. We moved a month ago and were told our application wouldn't be considered until 16 April and we'd be notified of a place in June.
The council said waiting lists weren't available until next week, but I'll call today to ensure we can get added before we find out about our place.
And thanks for the reassurance about the process being strict!
