Is it true that they've changed the sibling rule for admissions this year?

If so, why have they done this?

Yes, it appears so - both the new policy and the previous policy are on here.

Many schools no longer prioritise out-of-catchment siblings over catchment children, and policies can change over time.

As to why - you can ask them. Perhaps children who live near the school are failing to get places because out of catchment siblings were getting the places?
