Re taping mouths of pupils

And putting an On The Way to The toilet , sign around childs neck

I assume both are extremely rare. But its a long time since my school days

Don't know about the toilet story, but wasn't the taping teacher trying to deal with low level disruption? Mouth-taping is clearly not the way to go, but then neither are writing lines and litter picking. If you've got classes containing children who can't behave and won't behave and no means of making them behave then you've got a problem

and some teachers are going to ruin their careers trying to solve it.

Of course the solution is to remove children who won't follow the rules from the school.

well, instead of me just siging in on mumsnet they put up GOOGLE and FACEBOOK options.

I am philosophical by nature not technological I AM SURE THERE IS A SIMPLE ANSWER

Well, you're in now. But somewhere alongside the login button there's a keep me logged in tick box. Tick it. Should save you lots of hassle.
