Elmbridge (Surrey) state late applications

Hi
We will be renting in this area from April and my son starts reception in September.

Does anyone know if I need to be living in the new address when I apply or just a signed/long term rental agreement to say I'll be there by September? I've been told different things by different people at the council!

Also, we did not make an application in London (we accepted and paid a deposit for an independent school, so never needed the state place). I've now been told I need to make a late London application (even though we won't be in London) for it to be transferred to Surrey. Does this sound right? It sounds like unnecessary admin.
