I am aware about fines for taking DC out of school for holidays

however my DT are in reception and below the legal age to be in school - does anyone know if I would be fined?

As far as I know if they are registered at school then you could be fined if you take them out of school.

no, you can't be fined if they are under 5. like you say, legally they don't even have to be in school.
